“To Search For What Is Best For The People Of Ontario”

I am not thrilled. Not really all that moved. The cornerstone of the big beer retail reform announcement that by two years from now there may be 150 grocery store licenses to sell beer to 13,000,000 Ontarians can quickly be boiled down. The reality is that as my town represents 1% of the provinces population that is an average allocation of 1.5 licenses for this city. On average.

If you have a look at the report issued by the Premier’s Advisory Council on Government Assets chaired by Ed Clark you see the other problem. At page 33 we see that licences “will be granted in urban areas”; “will be granted in a manner to ensure a fair representation of privately owned grocers”; and most importantly “will be issued through a competitive process based on the discount off the retail price at which grocers will purchase the beer from the LCBO.” So, there are no rural stores getting anything, it’s an auction that everyone gets a shot at but those with the deepest pockets will win. So most will end up in Toronto and maybe Ottawa because that’s where the best return will be made for the few holders of these licences. I am expecting little local change from the grocery store in initiative. Your grocery list is not “about to get a whole new look.”

But that is only one element of the whole. If you look at that headline up there, it is a quote from the introduction from last November’s interim report from the Advisory Council. It literally smacks of paternalism given there was no real public input in the process – but, despite that, there are still there are other other new initiatives that will create more interesting change. I think I will look at those bit by bit. There is a lot to look at. First, however, I think I am going to look at the process, how we got here – including how historically only the temperance movement from the 1870s to the 1920s triggered actual broad public input in the reform of alcohol sales. That was the only time that our betters were not firmly in control. Those times of referendum after referendum were very unOntarian. Ontarians actually like being controlled by their betters. And that won’t be changing anytime soon from the look of yesterday’s announcement.

Still Off, Five Wineries, A Flag And A New Brewery

pec1See that there? That’s a bit of a winery with a brewery popping up rapidly behind it. I raced through the east end of nearby Prince Edward County again today as I was getting itchy feet on day four of this week off. Itchy feet from reading all of Stonch’s posts about a Londoner’s country hiking lifestyle, wandering from pub to pub and glass to glass. Well, that sort of thing doesn’t happen much around here but, as he was giving me the gears over this and that on the chat app yesterday, I decided to do the next best thing and head to our nearest neighbouring grape growing region. And I found a new brewery in the works or at least a roof four walls and a newly poured concrete floor for County Road Beer Co., an offshoot of the makers of pretty grand sparkling wines, Hinterland. More in a bit about that but first a little history.

As I mentioned the other day and Craig set out in more detail in a press release today, in one month’s time there is a recreation of the sorts of beer that may have been familiar to combatants on both sides of the American Revolution on the central New York Frontier. And I have one job – get a flag. As you can see from the historic plaques, they take this flag thing serious in Loyalist-settled country. Just as the other side did after the war and the re-settlements, they had to recreate their lives anew. Farms were cut out of forests. Mills were built to service villages with names of the towns, like Cherry Valley, from which their ancestors fled in the 1770s and ’80s. I took that photo of the sign standing by the side of Schoharie Road. These days the flag is everywhere. A bit surprising that it is. When I went into a hardware store and asked if they had the old version of the Union Flag, they said no. Then the old guy at the counter added “we do have the Loyalist flag” which, when they checked, was the old version of the Union Flag. Within seven seconds of my explanation – about when I mentioned 1606 – eyes were glazed and mouths even smirked. I shut up and took the flag to the check out. “That will be $75.” Not a chance. I put it back and walked away.

I was actually more interested in the fruit of the lands than the damn flag anyway. As Jordan described in one of his bits in Ontario Beer, Prince Edward County was a hot bed of barley sales to nearby northern New York from the US Civil War until a tariff was slapped on the trade in the 1890s. Be sure not to say good things about President McKinley next time you visit. Anyway, the fields are all there now diversified into hay, corn, soybean as well as more and more grape vines. I got out of the car and onto the land and you could see why. Amongst the old cedar rail fences, the soil in the fields was rocky as anything. Chunks and sherds of limestone everywhere, just the sort of thing grapes love.

After first doing a gravel doughnut in the parking lot of Barley Days to read a sign that said the retail shop was shut, I aimed the old van at the Greer Road all the way over at the west side of the County. I picked up a rose, Riesling and Bordeaux red blend at Rosehall Run as well as some Black River cheese curd, one of the greatest things ever to come out of a cow. Across the road and about 500 yards to the east, I stopped at Norman Hardie for another Riesling and a Pinot Noir. I talked with Johannes Braun, the winery’s operations manager, for 20 minutes about the season, his love of beer and how he makes 100 loaves of bread most Saturdays on top of everything else it does. Hit wineries in April on a Thursday and you get to chat. And he mentioned that Hinterland was setting up a brewery, told me to stop in.

Next, I headed to Karlo Estates where I was again the only customer in view. Bought another Riesling as well as another Bordeaux red blend. The very helpful staff person in the re-purposed barn mentioned that Hinterland was setting up a brewery, told me to stop in. So, I thought, I better go to Hinterland which I now understood was setting up a brewery. When I go there it was a crowd of one at the tasting room and I had a couple of short sips of their bubble before buying a couple of versions. As I was about to go, a guy walks in and I mention something about plans for a brewery. Mark Andrewsky stuck out his hand and we talked for half an hour about what was going to be brewed as a guy worked on the concrete floor of the new building next to the re-purposed old barn. Local, local, local. The family behind the winery had connections to grain farmers, there was a hop farm down the road – Fronterra Farm – and a new maltster coming on line an hour’s drive north. Stan would be pleased. Like with MacKinnon Brothers of the Loyalists of Bath and Church-Key farther north, one county over to the east, this is arguably looking a bit like beer with terrior. Mark mentioned maybe a 4% saison and how he had an excellent chance of laying his hands on a barrel or two for some aging experiments. Before heading away, I stopped at Closson Chase for a couple more Pinot Noirs. It’s also just around the corner.

The curd was gone by then. Time to head back to the ferry and then on home. An hour each way. Unless you get to the ferry just as its pulling out like I did. Twice. I try to make it at least once a year but with the promise of beer and now 45 wineries it’ll likely be sooner. And if they figure out how to build a hotel or even a decent motel or two around there it might even not be a day trip. The flag? I am checking the internet.

Ontario: Windward Belgian Wheat, Stone City, Kingston

stone1The last year has been the scene of many a revelation when it comes to my relationship with beer. Among other things, out of nowhere two fabulous breweries opened up in my immediate vicinity after years of claiming my town was the least served by fresh beer for its size in the northeastern bit of North America. One is MacKinnon Brothers which I have discussed before. The other is Stone City Ales who have a great social media presence and a website with great generational honesty. One feels a certain pain knowing one has kept a beer blog for over a decade appreciating that it’s like knowing how to properly maintain an 8-track player.

The great thing about having local beer choices finally after a quarter of a middle-aged life waiting is now normal it is. I did my Saturday morning shopping run and hit Stone not long after the 11 am opening. I picked up a ridiculously under-priced Rochefort 8 at the LCBO to soak a flank steak from Pig and Olive in. Hit Bread and Butter bakery as well as the Quebec-based Metro grocery, too, with all its ever so slightly exotic tendencies and, then, home and unloading the making of a good feed. What has changed is that the good local beer fits in now as just a stop on the way. Nothing precious, special or even – frankly – craft. Just as good as all the other excellent stuff you can buy in my very foodie town.

I bought a growler of Stone’s Windward Belgian Wheat. Eleven bucks after growler returns. It’s a 4.9% cloudy thing. See that picture? Cloudy. I am working on my cinéma vérité approach to representing beer in my art. The beer gives off very evocative aromas. Is it just me or do some wheat beers smell like babies straight from the bath? Maybe its just me. I diapered for 14 years. Anyway, the scents are twiggy herbal – mace, rosemary and lavender – with cream of wheat and meadow in mid-spring. Maybe even oolong tea with its earthiness. In the mouth, there is a grassy acidic bite then a wall of dry French bread crust with more of all that rich tangy complex herbal construct. The effect is drying rather than astringent. Extremely appetizing. I would love to soak pork shoulders in this for the best part of the day and slow smoke it for another, too.

Early signs of BAer respect. Every beer from here is a favourite. As I found in last December‘s taste test at Bar Hop in Toronto, Stone’s beers stand up to the best. This one is just another chapter in the same story. Lucky me.

Ontario Loves Its Large Profit-Making Aggregations

This is likely the least exciting picture visually I have posted around these parts. But its content may place it among the most interesting. Click on it for the larger version. That’s a couple paragraphs from a 1931 financial statement for E.P. Taylor’s nine month old firm, the Brewing Corporation of Canada. Taylor played a greater role in restructuring Ontario’s brewing industry from the 1930s to the 1970s than anyone else. We discussed him last December but it is worth reminding ourselves about one of his governing principles. We face, as Jordan notes, a supposed renewal of our retail trade in beer, a brave new future with beer being sold in a few grocery stores. We may, however, be facing the prospect of not obeying only some little discussed cultural factors but baggage left behind after the old man made his billions, moved on and died.

You see a few references to payouts. We are told that the executive officers enjoy large remuneration. Also a dividend of $90,000 was paid but unwarranted ensuring the shareholders were happy even as, we learn elsewhere, the firm suffered total losses on $496,000. The financial statements disclose these decisions because they are submissions to the bank lending Taylor and his firm money to raise the overdraft from $80,000 to $130,000. This bet on Taylor’s future was backed by his access to English investors but still was quite extraordinary given this passage in the financial statements which we quoted in Ontario Beer:

He is a very young man but quite capable,although probably not thoroughly experienced in the manufacture of beer. However, we think he has good organizing ability and is capable with lots of self confidence in the eventual success of this organization.

What all this illustrates for me is something I think was given to Ontario at its birth in the 1780s and lingers on today. We love a controlled aggregation. Ontario was established after the American Revolution as something of a utopian Tory colony which was supposed to prove that prosperity followed when a well conceived plan was followed through by a compliant populace obedient to their governing betters who ensured, in return, a supply of good things including beer. With the coming of the madcap liberties under the Victorian era, commercial opportunity in brewing expanded but it was soon stalked by another set of betters in the form of the temperance movement. This guiding principle of the growing God-fearing middle class made gains on economic liberty through the latter end of the 1800s to the point it were the most powerful political force by the First World War. The imposition of Ontario’s tepid form of prohibition during the conflict lasted until 1927 when the concurrent stink of corruption brought in liquor control system we live with today with its abiding interest in ensuring the many are, again, guided by the benevolent hand of the few. The few now being semi-bureaucrats heading heading up semi-governmental agencies.

What does that have to do with E.P. Taylor? Well, like others well situated at various points in Ontario’s history – from Richard Cartwright Jr in the 1790s enjoying the liquid rewards of his riches to the international conglomerates which own The Beer Store today – Taylor knew that Ontario and its beer buying population was too valuable a resource to let it have its own way without the application of a little profit making control. See, he may have carried the baggage for a large chunk of the 1900s he did not pack the bags. And because of the cultural acceptance of this sort of thing, because that is part of what makes Ontario Ontario… I do not expect this to change. So, when I read that out betters are planning to add a whole 300 extra retail licenses for a population of over 13 million, well, I do not expect great change. I do expect great financial reward for those granted the power to sell. And I do expect existing interests will likely be respected. No one will suffer the undoubted societal confusion caused by imposing the broad-based forms of beer retailing common in all our neighbouring US and Canadian jurisdictions. We shall be saved from all that. Anything else would be unOntarian.

Soon Men In Vans Will Be Rounding Up The Bloggers

Publicans are being urged to share their views on the use of online review websites like TripAdvisor as part of a government backed probe on the impact of the sites. The Competition and Markets Authority (CMA) – the government’s business watchdog – has launched a consultation on the sites as a result of concerns regarding their trustworthiness and impartiality. The CMA will investigate specialist review sites, web blogs, video blogs, social media, trusted trader sites, retail platforms and retailers’ own websites. It will also look at the roles media companies, online reputation managers and search engine optimizers play in helping businesses promote themselves and manage their image in relation to blogs and review sites.

I typed that quote out by hand to make sure we were reading the same thing. See, the Morning Advertiser has this widget that blocks copying but here in Canada – being a freer more confident land even if laden with poorer marmalade – we have rights to quote bits of copyright work for criticism or review which seems quite apt with this article. So let’s have a bit of a critique and review, shall we?

Let’s be honest. What isn’t stated and should be equally followed up if the media are going to advocate for resorting to the use law to inquire about such things, is what role the well funded pub owners and breweries themselves play. Having had masses of beer delivered to my house over the last decade along with masses of invites to clinky drinky events as well as the odd junket – as any decent beer writer has – one is well aware of the keen interest bar owners and breweries have in building and maintaining a happy and even merry relationship with those in the media who discuss their beers positively. Many a free beer has also been passed across the bar to me once someone spills the beans, sometimes not even me. I often decline and lay down the sordid lucre – but actually understand the accepting soul may be then offered something called collaboration which sounds far too earth for a Dudley Do-right like me. An actual news source that was giving the reading public a full 360 degree description of the situation might mention that. So why are only publicans being reported as being urged to comment but not beer writers or others aware of these common pub and brewery incentives? Takes two to tango, no? Sometimes apparently more if we use all our fingers and toes and include the distracted press.

4859This is the point where I claim purity. Fully. Fundamentally. Every good beer blogger knows the line. I may have received these gifts by FedEx but, as with Christ’s beneficence offered through the holy sacrament of communion, I approach each chalice with pure intent and leave fully pardoned. To celebrate this, I am sipping a glass of La Formidable, a juicy 6.9% beer recently couriered to my house by Beau’s All Natural, operators of “B-Side Brewing” which is an interesting portfolio of beers they are brewing here under license and with participation of brewers from outside of Ontario. I even can identify the lovely lass who directed the beer my way. The thugs in vans won’t get the name, though… not immediately at least. [Run!] Jordan gave the beer a review, too. I can’t match his sense of 1980s TV sci-fi cartoon-isme but suffice it to say that when I consider this a lot like Headstock but different, too, that is a fine thing. A very fine thing. Maybe with a bit more of this and a little of that but it’s like comparing Jimmy Cowan to Paul Coffey in a way, no? Where Jordan notes clove, I get a bit of minerality like a Urzinger. But that is him. And me. I mean some one person has to actually taste the stuff, right? Of course each view will differ. As long as, you know, the blogger doesn’t just cut and paste the PR content emailed along.

Morning Advertiser by comparison? One has to acknowledge that the full of the publication begins “The Publican’s…” so there is a choir to be sung to, isn’t there. There are denominations and congregations. God’s house has many rooms. Does that make excuses? Perhaps. But does it also open up the question of the role of trade publications in “trustworthiness and impartiality” within the beery discourse? Why not? If we are going to go about investigating things, why not? Glass houses.

One Brewery And The Problem With Records

I hate records. Well, I really like them. But I hate them. See, we are subject to their limitations… or at least two of them. Or three. The last one first. Finding them. For a while I have been grabbing images of maps including the sites of early breweries in Kingston. I have not seen the actual maps. Just the scans. So I realize that, over time, I have noticed that the maps do not focus on my needs but the needs of others. How surprising. But then I next realize there are other records I know nothing about. The maps above are from the 1790s, 1801, 1810, 1815, 1828, 1845, 1849, 1850, 1850, 1850, 1853, 1858, 1866 and 1869 respectively. There must be others. Yet, I know there isn’t the set I need. A set of maps about the Kingston Brewery first built no later than 1793 and then build up and added to… and renovated… then burned down then rebuild and added… and renovated… then burned down… and built again. What did we write about this spot in Ontario Beer?

In the garrison communities of Kingston and Niagara-on-the-Lake, larger and more formal breweries were founded to supply the colony generally and the troops in particular. They were built with government approval to provide beer to the colony and its protectors. In 1793, at Niagara-On-the-Lake, John Hewitt placed a notice announcing both establishment and official approval of his brewery. It was set to open in time for that year’s grain harvest. In that same year, John Forsythe built his brewery in Kingston at the south end of the aptly named Brewery Street. Forsythe appears to have been an investing capitalist, apparently without the skill or inclination to brew the beer himself. He moved through a number of partners and tenants before John Darnley took over operations in 1797. Darnley managed the brewery until 1810.

Steve Gates has more detail in his book The Breweries of Kingston and the St.Lawrence Valleybut the most interesting thing is that part of the structure of the brewery as it grew and aged and hung on and got turned into condos is still there. Which got me thinking… what is still there? So, we go to the maps. In the 1790 map, the road is called Brewery Street which makes one think there is a brewery on the street but the brewery is not shown where it is later shown. The 1801 map shows a couple of buildings on water lot “C” and the 1810 map names lot “C” as being in the hands of John Forsyth – no final “e”. So we know we have the right spot. The 1828 map shows the location of buildings in quite a realistic style oriented towards the shoreline just north of where it takes a 90 degree turn. A small Georgian colonial enterprise.The 1845 map shows one building sitting in the way of the northern ambitions of Wellington Street. It also shows water lot “C” as the property of Phillip Wenz who bought it in 1826.

The 1849 map is a peach. It shows the brewery clearly and also how the water lots are getting filled in. The brewery is starting to seem out of time with the surrounding land uses. It’s not on the first 1850 map. It is on the second one and seems to have a lane working its way around the front of it to take into account the odd orientation of the building. The shoreline is getting farther and farther away with all the filling going on. The last 1850 map and the 1853 one shows up to ten buildings located on water lot “C” all entirely higgle-piggle to each other. The 1858 one shows no brewery building but a whack of new fill proposed to take into account the snazzy new railway. The 1866 map shows Wellington now reaching all the way to Bay Street, built on fill, the brewery noted on the new street corner. By 1869, it appears the brewery is all neat and tidy and faces the road neat and tidily like all the other orderly Victorian structures in the neighbouring roads. None of your organic Georgian ways for this modern brewery.

What does all this mean? Well, there could be the recording of four or five configurations of the buildings. None of which were the location I noted in 2012. If you click on the left hand image at the top of this post, you can see some of the oddly oriented buildings were still there in 1908. And bits of that era continue today as you can see in this post from 2003 the building hundreds of feet inland from the 1824 waterfront location. It moved overtime. Reconfigured. If you had enough of the right records you could write an entire book on the history of that one patch of land. If you had the right records.

The Beer On My Path To Owen Sound And Back

I had one of those happy sad events over the weekend, a remembrance of someone two generations older than me, forty-eight years older to be exact. I won’t get into details but suffice it to say that anyone who ensured there was a good beer in the fridge was an ally as much as anything. The weekend was moderation itself with plenty of time spent listening to stories of generations past as well as seeing who might make the funniest strangest face, me or a seven year old. But there were stops and there were meals. So – as a service – I offer a few thoughts.

I will mention the last first. On the road home, we stayed off the main highways given the snow and went with the 1930s era ones, now secondary roads. Which brought us into the towns on the north shore of Lake Ontario. In Trenton, we came across Port Bistro Pub. A burger for me which I might have enjoyed more had the other plates not looked better. The picture above in the middle does not do justice to the architectural nachos consumed by the boy. The salsa was light and lime while the cabbage cole slaw was cut with shredded green apple. You wanted that intel, correct? I mean one needs to project to all parts of the theatre, no? Fine. I admit it. The reason for that all is as background to me now mentioning the one glass of milk stout I had which was made by Gateway Brewing, also of Trenton. It was good. I shall hunt it out again. I took no notes so that is about it. Sorry. Did I mention I was six hours into a none hour snowy drive? Worth a visit.

On the way up, I was more prepared. Or at least I aimed and when I found Northwinds Brewhouse, I had… a burger. But as it was a burger eaten on a Friday unaware of the one I order on the next Sunday. I shouldn’t have had two. But I should have had this one. I had a gratzer as well as a mild. I did make the mental note that it was really grodziskie. But then I noted that these were two of the three beers under 4%. And each passed a critical test, the favour of the one who doesn’t really like beer. I took away the 3.8% farmhouse ale, too. That’s the bottle shop’s chalk board up there. All extremely well made and all the beers entirely avoiding the trend of adjunct craft. No phony baloney fruit sauces in the saison, no silly “vanilla note from a vanilla note giving” bourbon barrel aging. Just that sort of well managed expert brewing that occurs when the basic ingredients meet an intelligent ambitious brewer. I like. Oh, and the chance of a fried egg on your chips. That helps, too.

What did the two places have in common. The spaces were clean, contemporary and well suited for the offerings. I particularly liked how Northwinds employed some clever sound dampening panels up in the rafters. Made what might otherwise have been a bit of an echo laden industrial space into a very strong candidate for my favourite Ontario beer house. Port Bistro? It was the wall of glass facing the river. Another faces the road. So tidy I might have felt awkward if that was an emotion I was capable of feeling.

Or Is The Oddest Thing Dismissing Common Answers?

Further to last week’s post, it appears now that Ontario has a special cultural strength, dismissing the common and obvious answer before all the facts are even in! Witness:

Wynne says changes are coming to the way beer, wine and spirits are sold once a review is completed of the Liquor Control Board of Ontario and its relationship with the Beer Store and wine retailers. When pressed today for details, the premier flatly dismissed the idea of beer sales in convenience stores, something the previous Liberal government of David Peterson promised in the late 1980s but never delivered.

There you have it. The end of imagination. The limits of review. The most telling thing is that there is nothing more to the story. No explanation of the “why” or “because” or even “what” for that matter. Just a flat no. This is a silly place.

Are The Oddest Things In Ontario The Solutions?

 

Update, Thursday: A rousing 17% of Ontarians want beer in grocery stores. Because we can’t handle what Quebeckers, New Yorkers and those of Michigan can. We must suck.

That’s a video posted in the Toronto Star the other day summarizing where this Province sits in its own internal debate about the retailing of beer in Ontario.Its attached to a story titled “Time to take ownership of the Beer Store: Cohn” The Star is taking a lead in the discourse and doing an excellent job but as the video displays there are some weird aspects to this issue that might seem odd to those from beyond the borders. When we were writing Ontario Beer the tasks got chopped up and I was assigned primary attention to the years 1900 to 1980 which, as you might guess, were not expected to be the most exciting for the development of good beer in the culture. What I found, however, through the review of law and brewer’s public appearance as much as the family trees of families who owned the brewery was that the community, culture and marketplace in Ontario has a number of abiding characteristics which continue to pop up through the decades and centuries of its relationship with beer:

-> Ontario is very comfortable with state ownership. You will notice in the story as retold an unhappiness that The Beer Store, the sole retailer of about 90% of all sales, is not government owned. Many assume it is. Many would say it should be. Many want more beer variety in the existing government LCBO which sells primarily macro six-packs as well as single bottles of craft brews and imports.

-> Ontario is very comfortable with a controlled market. Amongst those who reject the model of the Beer Store a prominent response being heard is that the small brewers of Ontario ought to be able to replicate the model to create boutique craft beer shops. It appears the idea would be sell Ontario made craft beer to Ontario through shops run by Ontario craft brewers. This appears to be adding a small oligopoly to a tiny oligopoly to defeat the evil forces of oligopoly.

-> Ontario is very comfortable with fairly dull macro beer. Nowhere in this discourse is there a great public outrage at the quality of most of the beer consumed in Ontario. The vast bulk of beer consumed in Ontario is frankly bulk beer. Most people I know who buy beer buy slabs of 24 bottles of lighter fairly flavourless stuff that gives them a mild buzz and cuts the crap out of your mouth when you’ve been physically active. It reminds me a lot of ship’s beer in fact, one of the functional classes of everyday beer that fell out of flavour somewhere between the Georgian and Victorian colonial eras. For many, talking about more interesting beer is like talking about more interesting ketchup.

-> Ontario is very comfortable with fairly not inexpensive beer. For a while there was a trend of “buck a beer” discount products but that’s been gone for the best part of a decade now. No one moved forward to fill the market and Ontario’s beer buyers have found themselves buying beers for $1.50 to over $2.00 a bottle at the shops without much quibbling. No one is looking for a better retail experience and no one really is looking for a price cut. Bulk beer in Ontario is comparable or even a bit higher than craft in nearby northern NY.

These are just themes I see. I didn’t want initially to drill into news articles, blog posts or the details of history to create a mess of links mainly for one reason. Even having studied 400 years of beer culture, law and politics in the place it still surprises me and sometimes leaves me shaking my head. But there are reasons it is like this. Ontario was set up as something of a conservative utopia that reaches back to the 1780s with the resettlement of the Loyalists running from the newly created USA. This lasted until the reforms of the 1840s when we were then introduced to the new trend in temperance. After the flop of Ontario’s version of prohibition ended in 1927, we have had the control system of alcohol retail that we have today. Three forms of restraint. Three eras of doing what one is told. Three eras of being concurrently happy and prosperous, too. It might, given all that, be more reasonable to ask why wouldn’t things be as they are in today’s discussions about retailing beer here. Me? I just want beer in grocery stores and gas stations like people in all the nearby provinces and states enjoy. Not likely going to happen.

I may layer more into this but for now this is the best I have to explain the culture I live in to myself. It’s a bit weird, isn’t it. But in a weird way it also works for most people.

Origins Of Ontario’s Beer Wholesaling Cooperative

Jordan has posted an excellent article this evening on the current state of the sale of beer in Canada’s biggest province, Ontario. Thirteen and half million Ontarians are served their beer through two large entities: (i) The Beer Store which is owned by the big brewers and (ii) the Liquor Control Board of Ontario, a provincial Crown corporation. Sure, you can buy your beer at a microbrewery, you can home brew and you can even still go to a brew-your-own place. But you really buy beer from the big two outlets. Brew-your-own or “U-brew” businesses are good to keep in mind as we think of how to move forward. In our book Ontario Beer, we pointed out that in the mid-1990s, “brew your own beer” businesses held a position comparable to small breweries today until they caught the attention of big beer. At a 1996 Federal hearing on taxation of major Canadian industries, Sandy Morrison, President of the Brewers Association of Canada complained about the lack of any imposition of taxation or regulation on these businesses:

These brew-on-premises outlets now have an 8% share of the British Columbia market and a 3% share in Ontario, which is the largest beer market in Canada. In total, they account for about 10 million dozen-cases of beer a year. The production from these unlicensed, unregulated mini-breweries exceeds that of the micro-breweries across Canada, and certainly in the two provinces concerned.

Brew-on-premises business were full-scale commercial operations that focused on government alcohol tax avoidance. Lost tax revenues in Ontario and BC totaled $69 million according to Morrison. Soon thereafter the law was changed. Regulations as well as taxes were applied. As can be expected, market share collapsed. The interests of the government and big brewing aligned to pressure the young upstarts.

There are echoes of more than the mid-90s in the situation today. The immediate origins of both the LCBO and The Beer Store date to the mid-1920s. After a series of elections and referendums, in 1927 Ontario’s experiment with prohibition ended with the repeal of the Ontario Temperance Act and its replacement with the Liquor Control Act. Along with the new law, the Liquor Control Board was founded. The province was once again drinking full strength booze in their homes – albeit after purchasing their drink at a government controlled store and transporting it in a sealed package. In the same year, Brewers Warehousing Co. Ltd. was founded as a brewers’ distribution collective. The provincial government retained control of the sale of wine and spirits through the LCBO, but beer was retailed by hundreds of mom-and-pop stores. Initially, the brewers were involved only in wholesale operations, jointly warehousing and distributing their product to stores operated by private contractors. In 1940, the brewers bought out the retailers and took over the stores, changing their name to Brewers Retail Inc and, more recently, changing again to The Beer Store.

Another thing was happening at the end of the 1920s. A corporate giant was starting out his career. Starting with next to nothing other than a few years in the financing business, E.P. Taylor had a plan to acquire and merge a large number of regional and local brewers with the goal of controlling half the brewing capacity in the province. Virtually all Ontario’s firms but Labatt and the breweries controlled by the Doran family in the north were his targets. His goals made perfect sense for the times. Breweries were operating at under 25% capacity. They were technological dinosaurs. By 1931, Taylor already controlled 27.5% of all Ontario beer sales. By 1950, he controlled 50% of the provincial beer market compared to 20% for Labatt. His deal making reached beyond Ontario. He shared a correspondence with H. William Molson, president of Quebec’s most famous brewery which dated back to 1932 and, in 1942, Taylor suggested quite an arrangement:

Don’t you think for the duration of the war we should arrange to divide the business in the two provinces in a fixed proportion and cut out most of the waste? I fully realize that your Company is not as extravagant in Ontario as some of the rest of us and you are certainly in an enviable position in that regard. At the same time I think that if you gave leadership to a proposal for pooling the business until after the war, everyone would feel inclined to work something out.

“Waste” was a theme for E.P.Taylor. In September 1939, he spoke to a meeting of the Brewers Warehousing Company. As war had just been declared, the tone was certainly patriotic but it was also entrepreneurial. Taylor argued that the lowest price possible for beer should be established to decrease “wasteful selling expenses” while increasing sales, volume and taxes for the war effort. Profits would also rise. While not the start of the concept of commodity beer and radically controlled distribution, this statement certainly places it at the centre of Ontario’s way forward. When you think of The Beer Store today you need to hear E.P. Taylor’s words from 1939 – “wasteful selling expenses” – ring in your ears. As Jordan put it today:

The Beer Store’s organization is such that it works in your favour if you are a very large company. The fact that your beer can only be sold in predetermined locations and that the organization that runs those locations stocks those stores from centralized warehouses means that you don’t have to pay for delivery, storage or a sales force. It’s a gigantic savings. The large breweries don’t generate profit from owning and running The Beer Store and this is something critics frequently fail to understand. The monopoly is not profitable for the owners because it extracts profit on sales. It is profitable for the owners because it saves a frankly ridiculous amount of money on outlay.

By the late 1950s, E.P. Taylor was arguably the most famous Canadian before Pierre Trudeau came on the scene a few years later. His positive effect on the economy of Ontario and Canada cannot be underestimated. But he stepped away from his role as corporate leader before 1970. In another ten years, loyalty to ale and even Ontario’s beer brands was fading fast. We now live in a marketplace where the best selling beer is Coors Light and The Beer Store is owned by foreign brewing corporations. That all being the case, why retain a distribution model set up in the late 1920s to balance the needs of local brewers with the majority of the population which still had strong preference for temperance principles? None really. None at all. Unless, like in the mid-1990s, the interests of big beer and government revenue are all that matter.
